Hong Kong Government would normally

require a huchao from the Nanking

Government before permitting the

export to China of explosives destined

for military use under the Importation

and Exportation Ordinance No.32 of

1915. Gazette notification No.291 of

1922, issued under this Ordinance and

referred to in the Governor's telegram,

prohibits the export to any destination

of any of the following articles except

with the express permission of the

Superintendent of Imports and Exports:-

Aircraft and all kinds of their

component parts.

Ammunition (whole or parts).

Arms of all kinds and their

component parts.

Explosives other than industrial

explosives.

Saltpetre.

Sulphur.

3. It also appears that in the

case of the particular consignment

envisaged by Messrs. Jardine,

Matheson and Company, the Hong Kong

Government are not prepared to take
